Mayor McBain has served on City Council from 1997- 2003 prior to being elected Mayor in 2006. He has been on several City of Moose Jaw committees including Special Needs Advisory Board, Wakamow Valley Authority Board, Traffic Parking Technical Committee, Transit Advisory Committee, Saskatchewan Urban Municipalities Association Executive, Parks and Recreation Advisory Board and the Moose Jaw 100 Centennial Committee. As well, Mayor McBain has been the Chair of the South Central Transportation Planning Committee since 1999.
Mayor McBain is interested in furthering economic development in the city. He is also interested in moving forward with the proposed Multiplex. The Mayor is proposing that the City of Moose Jaw investigate the use of bio-fuels in its fleet in order to reduce pollution. Mayor McBain wants to establish a task force on downtown revitalization to build on the work of the previous ad hoc committee on downtown redevelopment.
Mayor McBain is looking forward to an exciting three years for the City of Moose Jaw.
Councillor Darin Chow was first elected to City Council in 2000, Darin served on numerous City committees including the Industrial Development Commission, Public Works Committee and Economic Development Commission. He also served as member of the Board of Police Commissioners for 8 years.
Darin is a former Officer in the Canadian Forces Primary Reserve as well as a former Co-Chair of fundraising for the Ina Grafton Gage Home expansion, former Chair of the City's Communiplex Committee and former Chair of the City of Moose Jaw's year 2000 Canada Day celebrations.
He is a past-President of the Moose Jaw and District Bar Association and currently serves as President of the Saskatchewan Trial Lawyers Association, an Elected Member of the Council of the Canadian Bar Association - Saskatchewan Branch, President of the Moose Jaw Warriors, as well as a member of the WHL's Board of Governors and a member of the Board of Directors for Texas Refinery Corp. of Canada Limited
Councillor Mary-Dell Findlay has made her home in Moose Jaw for the past 34 years. A member of St. Andrew's United Church, she is a retired registered nurse. In 2004 she was named Citizen of the Year of Moose Jaw. Mary-Dell and her husband Tom have a blended family of 5 children and three grandchildren.
Mary-Dell has always been an active volunteer in the city. Proudly working for the Moose Jaw Warriors, Prairie Arts Festival, Moose Jaw Union Hospital Foundation's Festival of Trees, Canadian Club, Moose Jaw Dance Festival and the Lioness Club. Mary-Dell considers her work on city council an extension of her interest in the city.
The Union Hospital expansion and the Multiplex are priorities for this term.
Councillor Dawn Luhning is currently serving her second term on City Council and is very happy to be helping the community she grew up in move toward a strong path of sustainability. She works at Partners In Planning Financial Services.
She is the co-founder and race organizer/director for the annual Moose Jawg Charity Road Race (proceeds donated to Moose Jaw Health Foundation); member of Chamber of Commerce, Arts In Motion, Festival of Words, and Museum and Art Gallery.
In her first term as Councillor she served as Vice-Chair of Moose Jaw Cultural Centre, Secretary/Treasurer of Business Improvement District, Chair of the Economic Development Commission and the City's representative on SUMA.
In this current term she is involved with the following City committees Cultural Centre Board - Vice-Chair, Economic Development Commission - Chair, Winter Games Bid Committee, Director, City of Moose Jaw, SUMA, Business Improvement District
She has lived in Moose Jaw 30 years; her partner's name is David and he works for CP Rail.
Councillor Regina Sagal-Hendry has been living in Moose Jaw and the surrounding area for most of her life. She was born in Moose Jaw and raised in Marquis, where she graduated from high school when her father moved the family business (Sagal-Bros) into Moose Jaw. After graduating from the U of R, she married Garth Hendry, and they were blessed with three wonderful children, Jeff, Jodie and Sommer.
She and her husband Garth lived in both Alberta and B.C. before coming back to the city of Moose Jaw. They made a decision to return here to raise their family and they feel it was the best decision they ever made. Twenty seven years later they are still living in the same house that over looks the beautiful, natural Spring Creek Park. "It's like being in the country with all the benefits of the city right at your doorstep."
Ms. Sagal-Hendry obtained her B of Ed (Physical Education) from the University of Regina, a Master's Diploma in Orff Education (music) and her A.R.C.T. in Singing Performance from the Royal Conservatory of Toronto. While teaching in the community of Moose Jaw for the past 23 years, Regina has also served on many boards and organizations. " One of my most rewarding times was the founding and directing of the Moose Jaw Children's Choir. Our travels abroad, to New York with a performance in Carnagie Hall and other performances across Canada with the wonderful choristers from Moose Jaw, are moments I will always treasure."
A retired teacher, wife, mother, grandmother to five, and arts community member, Ms. Sagal-Hendry is now ready to give her time and attention to the city of Moose Jaw. As a city councillor she especially wants to focus on the needs of the environment and feels that she can be most effective at the grass roots level. "Moose Jaw has been generous to myself and my family. Now I would like to contribute to the future of this community."
Councillor Schwinghamer is a professional Civil Engineer with over 30 years of experience in municipal, environmental, planning and other related fields. Approximately 20 years of this experience has been as City Engineer with the City of Moose Jaw. During his career, he has been the recipient of numerous awards which include: the Top Ten Leaders Award presented by the American Public Works Association, the Distinguished Service Award presented by the Association of Professional Engineers of Saskatchewan, the distinction of "Fellow" from the Canadian Society of Civil Engineers, the Fuller Award presented by the American Water Works Association and the Lindsten Award presented by the Western Canada Water and Wastewater Association.
Councillor Schwinghamer served two terms as Mayor, and begins a third term as a Councillor for the City of Moose Jaw bringing a positive attitude and approach to city concerns and concerns of the general public. His goal is to increase the economic activity within our city and region.
Councillor Schwinghamer was also the recipient of the Queen's Golden Jubilee Medal and the Saskatchewan Centennial Medal.

Job retention and job creation through increased economic activity by facilitating development of new industry and business, assisting existing industries and businesses to remain viable, and continue to encourage and facilitate growth in the tourism industry.
Insuring the protective services such as fire and police remain strong and capable of meeting the community's expectations.
Insuring services are maintained and improved for those that require them i.e. transit and the needs of the disadvantaged and seniors.
Rehabilitation of the residential streets and maintenance of strong sewer and water utilities.
Continued improvements to the city parks and playground.
