What is automated collection?

Automated collection is a system where garbage containers are emptied using a mechanical arm on the garbage truck, instead of workers lifting and emptying cans by hand.

How will it work?

Each home will be supplied with a specially designed wheeled container for garbage and yard trimmings. On collection day, residents must ensure that  the containers are set out  in their proper location in the lane or street. The City then empties the containers using trucks equipped with mechanical arms.

How do I use my garbage cart?
  • Bag all materials placed in the cart.
  • Lid on the cart MUST be completely closed to guarantee collection.
  • Carts with inappropriate materials, or not set out properly, could be bypassed by automated trucks and have to wait until the next collection.
  • For front street customers your cart must be out by 6:00 a.m. on your collection day to ensure service. Remember to remove the cart from the street within 24 hours.
  • For rear lane customers leave your cart on the power pole/box side of the lane two feet from any obstruction and off of the road surface
  • IMPORTANT! Excess refuse, whether bagged or not, left beside the carts will NOT be picked up by drivers of automated collection trucks and may be subject to penalties as per the Waste Bylaw.
  • NOTE: If you are an existing rear lane customer you will continue to be a rear lane customer.

Why change from the existing manual system?

Service Improvements and Convenience
Residents are no longer required to buy large bags or cans.

Due to the design of the carts, residents will find that they have less litter, odour and pest problems.

There is a cost savings to the City's operations because automated collection is more efficient.

Carts are convenient, maneuverable, easy to roll and extremely durable.
Reduced Injuries
Automated collection eliminates manual loading of refuse, thus reducing job-related injuries to the collectors as well as reducing WCB premiums to the City.
Environmental Benefits
The new containers result in less litter in lanes and streets. Lids always remain on the container.

Nothing , one cart will be supplied free of charge to each household.

My property contains a suite. Do I get two carts?

Yes, each dwelling unit on the property should have its own cart. The size of cart chosen must meet the resident’s needs.

Will the carts have sufficient capacity for my needs?

A recent survey found that residents place 3.2 cans/bags out on each collection day. The City also conducted an analysis of the amount of residential garbage taken to the landfill site by weight. Volume by weight equivalent is estimated to be 2.5 - 3.0 bags/cans.

The City will distribute the 360L (96 gallon) large cart  to all residents,  which is equivalent to over four average-sized garbage cans.

Only refuse that is inside the cart will be collected. Excess refuse can be disposed of at the Landfill.

What kind of garbage can I put in the cart?

All regular household garbage may be placed inside the carts. Anything that is placed inside the cart must be able to fall freely when dumped. All garbage must be bagged and tree branches bundled to prevent wind scatter when dumping.

Items that should not be placed in the containers include:
Dirt
Bricks
Sod
Rocks
Concrete
Metal
Paint
Furniture
Mattresses
Flammable, Toxic Materials
Hazardous Materials
Hot Ashes or Charcoal
Hypodermic Needles
Automobile Parts and Fluids Tires
Household Equipment
Building Materials (wood, drywall, carpet)
Fences, gates, and similar fixtures
Items over 0.6m (2 feet) in length
Individual items over 23kg (50lbs.) in weight

The City may decide not to pick up a cart that includes these materials.

Residents are encouraged to take advantage of the current recycling options available to them to reduce the amount of garbage they need to place at the curb. For more information on current options call the City Engineering Department 694-4448.

Where do I store my cart?

Most residents choose to store carts in a convenient location such as their carport, garage or at the side of their house. The footprint (dimensions at the base of the cart) is not appreciably larger than average-size garbage containers.

For residents with rear land automated collection the cart may be left on the power pole/box side as long as it is kept back from the roadway.

Is there a certain way my cart should be set out for collection?
Yes, on your designated collection day, place your cart as described below. The truck driver does not exit the vehicle: therefore, proper placement of the carts is essential.

Front Street Collection

The cart must be placed with the wheels against, or as close as possible, to the curb by 6:00 a.m. Don’t place the cart on the sidewalk.

Ideal Location Not Ideal

If there are snow banks along the curb, the cart can be placed out from the curb a little further. Don't place the cart on a snow bank.

The cart should be no closer than three feet (0.9 meters) from any obstacle or parked car.

  • If you are an existing rear lane customer you will continue to be a rear lane customer.
  • The carts must be placed on the power pole side of the rear lane with the wheels towards the fence. Don’t place the cart on the road surface.
  • The cart should be no closer than three feet (0.9 meters) from any fence, power pole, building or obstacle.
  • Rear lane collection customers can leave their carts in the rear lane at the collection locations year round.
  • The cart should be no closer than three feet (0.9 meters) from any obstacle or parked car.

If you live in a cul-de-sac, always arrange the carts from the centre of the circle towards the main street. The carts must all face the same direction and be spaced a minimum of three feet (0.9 meters) apart

What if I have problems due to the slope of my property?

If you have problems with your cart due to the slope of your property please call the City Engineering Department at 694-4448.

What happens to the cart if I move?

The automated cart is the property of the City of Moose Jaw and is assigned to each residential property through a serial number. The cart remains at the residence once it is sold, the cart does not move with the occupants.

What happens if my cart is damaged, lost or stolen?

Every cart is serial numbered and electronically tagged so carts can be traced to each house address. Cart problems associated with normal wear and tear will be repaired by the City. However any carts that are stolen or damaged through neglect or misuse will be replaced at the property owners' expense.

Contact the City Engineering Department at 694-4448. The City will assess the situation and make arrangements for you to receive a replacement or repair free of charge.

Residents are responsible for routine maintenance including keeping the carts clean, removing the carts from the street after collection and storing the carts in a safe place. Residents with rear lane collection are not required to remove the carts from the lane.

What about extra garbage bags?

Only garbage that is inside the container with the lid completely closed will be collected. Alternatively, garbage can be disposed of at the Landfill.

If my cart is full, can I use my neighbour’s?

Individual rollout carts are for the use of the assigned households. Talk to your neighbour before placing any garbage in your neighbours cart.

Can I refill my cart with excess rubbish and push it across the street to have it emptied a second time when the garbage truck returns to service neighbours on the other side?

Strictly speaking, a driver is required to empty a cart only once each collection day. Second pickups could drastically lengthen a driver's work day when refuse volume is large, as it is during the Thanksgiving/Christmas/New Year's holidays and during the middle of summer. You must hold the excess until the next collection day. There are also recycling and disposal alternatives to be considered to reduce the amount of excess.

I put my garbage out at the proper time, but it wasn't collected. What do I do now?
Check the rubbish container for our tag.

It may have been blocked by a parked car, too bulky or heavy, or uncollectible for some other reason; the tag will explain why it wasn't collected.

Improperly prepared or inaccessible refuse will be picked up on your next collection day, when the reason for non-collection has been corrected.

If extreme weather occurs or if trucks experience mechanical failures, the City may have a difficult time meeting the collection schedule. Should the temperature dip below -35 degrees on your pick-up day, City trucks may have a difficult time meeting the collection schedule.

If there is no tag, simply leave your garbage cart out until it is collected. If you have any questions please call the Engineering Department 694-4448.
