Building & Zoning

Through the City's Building Inspector positions, the City ensures the safety of construction projects through the review of plans and inspection of the construction process. All construction within the City must conform to the National Building Code.

The Engineering Department also plans for new growth and developments. The Department administers subdivision and rezoning and Discretionary Use applications, and conducts studies on growth and opportunities for development.

The major project in this area will be the preparation of a Municipal Development Plan and revised Zoning Bylaw to guide the City's growth over the next 20 years. The Development Plan and Zoning Bylaw help to ensure that the City develops in an orderly and sustainable manner, and that incompatible land uses are separated.

Pursuant to the City of Moose Jaw's Zoning Bylaw, land uses within the City boundaries are either permitted or discretionary. Discretionary land uses are lawful land uses but they must be approved at the discretion of City Council.

Discretionary use applications are publicly advertised and residents within a 90 metres radius of the proposed development are informed directly by mail.

Applications for discretionary uses are made directly to the Engineering Department and they shall include an application letter explaining all the proposed land uses as well as preliminary drawings, floor plans, a site development plan and a $100.00 deposit for advertisement. The review process of discretionary use applications may take from 6 - 8 weeks.

The review of discretionary use applications involves all aspects of a proposed development and its potential impact on the City and the local neighborhood where it is proposed to be located. Approval of a discretionary use is often subject to the Developer entering into a Development Agreement which addresses any concerns arising from the review and may include bonding to ensure completion of certain aspects of the development.
